help please

The kids and i have had our betta for about a year and a half now. since fall he has started to be less active and hardly eating like before. Any suggestions on what might be wrong if anything? ~Thanks

Housing
What size is your tank?
What temperature is your tank?
Does your tank have a filter?
Does your tank have an air stone or other type of aeration?
Is your tank heated?
What tank mates does your betta fish live with?

Food
What type of food do you feed your betta fish?
How often do you feed your betta fish?

Maintenance

How often do you perform a water change?
What percentage of the water do you change when you perform a water change?
What type of additives do you add to the water when you perform a water change?

Water Parameters:
Have you tested your water? If so, what are the following parameters?

Ammonia:
Nitrite:
Nitrate:
pH:
Hardness:
Alkalinity:

Symptoms and Treatment
How has your betta fish's appearance changed?
How has your betta fish's behavior changed?
When did you start noticing the symptoms?
Have you started treating your fish? If so, how?
Does your fish have any history of being ill?
How old is your fish (approximately)?

Sorry about your betta being less active. The form would help significantly, but I will ask ahead of time. Does your betta have a aquarium/bowl heater? He might be slower and less interactive because of the cold.

The tank holds about 4-5 liters of water and we put water conditioner in it when i change the water. We feed him the beta food that looks like dried worms every other day since when we fed him everyday he wasnt eating much. He didnt like the filter so we took it out. I was told at the pet store he didnt need a heater. I change his water every other week and do a small change when i feed him to get any floating bits out. he doesnt look any different than before just inactive and not eager to be fed.

he started acting this was in august when i moved to a different location and i moved him back when i noticed he wasnt acting normal but it didnt help.

I would suggest that his water should be changed everyday 100% since he doesnt have a filter and sadly the pet store was wrong he needs to be kept at about 80* F so I definitely recommend getting a small heater for him.
