New aquariaum/lethargic appearing/moulting like

Just bought our betta on monday and he appears sick. Very lethargic, hanging out on bottom, does not seem to be eating...It almost appears as if he is moulting (like a snake), some white film is actually floating in the water. He is in a new tank, it was running for a little over a week when I added him, and he also has a snail companion. Any ideas?

Housing

Does your tank have a filter? yes
Does your tank have an air stone or other type of aeration? no
Is your tank heated? yes
What tank mates does your betta fish live with? 1 mystery snail

Food
What type of food do you feed your betta fish? betta pellets
How often do you feed your betta fish? one time per day

Maintenance

How often do you perform a water change? Just filled tank for first time2 weeks ago, plan on weekly changes-did first today
What percentage of the water do you change when you perform a water change? 25%
What type of additive s do you add to the water when you perform a water change? General Conditioner
