I've only had Xander for a week and he refuses to eat pellets. He has had a few brine shrimp every other day. And I clean out all the extra food. There is a filter, and no live plants.

Example:
I did a 100% water change this morning (around 11) with 0ppm ammonia.

Tonight (around 8) there is already .25 ppm of ammonia (according to my test kit - which measures both NH3 and NH4+)

Is this normal?

Okay so you do have a filter, and everything else sounds about right.
So if your still having problems then I would get some beneficial bacteria supplement to add it will give you a huge jump start. But from what it sounds like to me is your tank is trying to cycle. If you keep doing 100% changes then it won't be able to. But anyway, I would add the supplement

Does Nutrafin Cycle work for that? Or are there other brands that work better?

I got some Amquel Plus, it's supposed to detoxify ammonia. Does that help with keeping the tank safe while cycling?
