it's very important to use water conditioner to remove any heavy metals and chlorine that may be in your water :3 I'd recommend getting some from the store, it's inexpensive. It's generally considered a must for owning a fish (in my opinion it's as important as feeding, but that's just me XD)
Trust me, it's really important to have water conditioner. It also adds a slime coat which improves your fishy's health and helps the gills work correctly. Even fresh bottled spring water is considered unsafe for fish until it's been conditioned :3
Not trying to offend your water source, it's just one of those things you need to have...heater, food, water conditioner =)
Its just that out of all of the fish we've had, (i have 2 other bettas, in the past...1 betta, 6 Guppies, 5 gold fish and a cleaner fish) iv never needed it. :/
My other two are fine...i will see if i can find a test kit for my water.
But, at this current moment in time, anything i can do for him?
I have him in a cup with about an inch of water, so he can get air easyer...what else should i do?

I can guarantee you that a water conditioner will extend the life of your fish =( I know it seems weird for us, but the quality of water for humans isn't the same as water quality for fish. Alkalinity, PH, water hardness/softness, etc can all be things we don't think about but are essential to healthy fish. But until then...well, what other symptoms does he have? clamped fins I can see, but any other problems? Also, thank you XD does look like a cute penguin~
He has gotten unattentive, stopped eating and has no desire to swim. He seemes to hate his 10G tank. He is still bright orange, has no discolerations. He wont flair, but he never really has...ummm iv had him for about a month now and all of this started when i moved him into the 10g tank.
