Snotty plant seeds?

I bought Quasimodo (who's doing well in QT) some of those betta plant pods and put them in the 10G tank (currently on fishless cycle), but there's this white snotty looking stuff on them. Is it just accumulated fish mucus from when he was in there or what? I wiped it off; it's gross.

Describe what they look like when they are 'DEAD' and or 'ROTTING' mine have that fuzz too but like I read somewhere on here that they can still sprout.
Whats the "Oh it's... not gotta sprout." Detail.

They would turn balck and they would be in there for months with nothing going on then start to smell bad. I took one out and cracked it open and its smelled soooooo bad! My room was doomed :P

No, it almost looks like a callous or something, but it isn't. Attached are some pictures.

And what does the very beginning of fin growth look like? I know it's white. Quasi has some white at the tip if his tail that almost looks like a cobweb (it's very thin, but not fuzzy). I hope it's growth, but there isn't enough to show up on a camera.

Mine too. More pictures for clarity. This is on all of the bulbs floating at the top. Please tell me it isn't fungal or anything living!
