Is it normal for Bettas to lay on top of a heater?

Please give advice, kinda worried that he isn't feeling good and is using it as a prop to not swim as much...

Is the heater a completely submersible heater? Or do you have to leave the top sticking out of the water?
If it's a submersible (and he's in the water) then he might be cold... what's the temperature of your tank?
If it's a non-submersible and he's out of the water then it's probably a water-quality problem...

Is he eating?
How long ago did you notice this?
What's the size of his tank?
Any other tank-mates?

Its submersible, and the top is about 1-2 inches from the waterline. I know its not water quality cuz I have him in fin rot treatment so he is getting daily 100% changes. The part he was laying on was something that wasnt emitting heat so i dont think it was for warmth although the tank is waiting for a new heater cuz the current one only gets to 76 max.

EDIT: I came back from an overnight trip and noticed it this am. Last time I fed him, he ate (he likes to dive for the pellets as they start to fall) 2.5 gallon, and no tank mates

76 should be okay as a temperature... Would you mind answering the questions in my previous post? I might be able to help you more.

Has he stayed there since you came back or has he been swimming? He might just be having an off day... (Yes, bettas have off days like us.)

Well I just changed his water to a bit warmer mixture and he is swimming and only once in awhile revisits the heater. Maybe its like those leave things for him.. He likes to rest near the surface? I am just worried about them because both of my bettas are pretty new and are getting treated for problems

I am honestly not sure... he might just be having an off day like I said before but I doubt it...

I'm sorry I wasn't of any help :/ Another member will be able to help you, I'm not the best with illnesses.

He's just resting. There's no reason to panic. Betta fish like being near the top when they rest so they can breathe from the surface more easily.
