cycling my fish tank.....

so I have been attempting to cycle my tank (3.5gal) for over 3 weeks now with fish food. For at least the past 2 or so weeks, the water has been cloudy. I know that this is due to a bacteria bloom, but is it supposed to last so long?

also, is there a way to expedite the cycling? My betta is in a 1/2 gal. for the time being, and he gets angry when I do all the frequent water changes necessary for his tiny environment.

I am by no means an expert, or even close to being truly knowledgeable. But I can tell you that I had my fish in my 5 gal. as I cycled it (and am still in the process, it's been three weeks now). My fish is doing great, and I solved my cloudy water problem by slowly switching over to bottled Spring Water from tap water. BTW, I did kick start the process with a liquid biological starter. Adding a few drops may expedite the process. Let the experts weigh in!!
