No, those handwarmers cannot be used unless under hard, direct contact- theyre made to be in little-oxygen areas like hands in gloves and shoes. Those wont work, but the ones made for animal transports will.
(I thought the same on my trip, but after looking at the directions, etc. found theyre not a good idea at all)

Actually humans exhale about 75% of the oxygen they inhale. Hence we don't kill people when we give them CPR

I would just pack them like you were going to mail them, this will be the most safe and least stressful way for them to travel.
Lookup how to ship fish, there are lots of great guides.

~cough~ We convert very little of the percentage of O2 into CO2, they're just meaning than opening the lid and giving a little blow to circulate the air will help.

Walmart sells these nice hardened canisters that have to be aged first, but they're "shatterproof" all you have to do is soak the hormone-hardener out of them for a couple days. they come in "yay-big" and "yay-bigger" sizes, I assume the smaller is a half gallon-ish. They have latch-lock lids that can be tied down with wire and a good silicone seal.

I have one as a fully cycled cat proof tank.

Well you wouldn't pack them on the bus, you would do it before leaving home... pack fish in box, take the box on the bus with you.

I've had boxes on the bus before with no problem. though not with fish in them. For two bettas you wouldn't need a very large box, just check with the bus company first but I really don't see it being a problem as long as the box isn't huge.

Don't bother talking to them, take it as part of your carry-on and tell them it's your 99 cent glass unicorn collection. Not dealing the the TSA here.
