How do I do water changes?

lol,
that sounds funny. But it will make sense (hopefully), just keep reading!
I was looking up on getting plants from local lakes and read about the safety of keeping them, that they can carry parasites that can affect the ecosytem if they are not tossed out properly.
Well if I get these plants and keep them in an aquarium, and such things can be on them...how would I get rid of the water when doing water changes, or does it matter?
Does this count when you have a planted tank (from store bought plants...)?

I just toss the water outside on my orange tree. I never dump it down the drain. I believe that the same would apply for any tank (planted or not) but I do think that the sewers have some kind of sanitation thing going on as well.
