Fin Rot?

Hello all. So after having gone on vacation for 6 days I come home and look at popeye my crown tail betta and his back fins look like he got a hair cut! There aren't any other fish in the tank. There are just a few nerite snails and a amano shrimp to clean up after the snails. I have a bunch of live aquatic plants and a co2 system. Here are some photos of his tail please let me know what you all think. I take very good care of the water in the tank, i do weekly WCs of 10-15% and a larger 30-50% WC once a month. I have attached some photos below. If it is fin rot what should I do? Also I read somewhere that betta fins continuously grow and occasionally fall off and they regrow them. Is that true?

My baby has fin rot as well but I think I caught in early stage so right now I am changing his water daily .100% every other day if it doesn't help I am going to get him aquarium salt and start treating him with that.And if nothing works I am pulling the big guns-antibiotics.
I can't say for sure if yours have fin rot,change his water,how big is his tank?Is there a difference in his diet?Fin rot can be caused by poor water quality or stress of some kind.Is he acting weird?
