I saw the photos but it is not as clear as it is in person. I can't really tell any detail from the shots. I am really not sure what the flakiness could be, sorry.

Still not the best photo, but it shows the shape the spot is.
I am trying to find one of my friends that has a good camera on them to get a good shot.
I just really want to find out what it is!

The not eating part may just be him adjusting to his new home, and his appearance otherwise looks fine, so I don't think it is anything serious. But keep an eye on him and his behavior, and note any changes.

Eevee, it doesn't look like the scales were scraped off, does it? Since it's not globular or cyst in appearance, rule out the lymphocystis. Columnaris usually entails white strings trailing on the infected wound.

At this point and as a precaution, consider dosing one teaspoon per gallon of sodium chloride. Be sure to dissolve it first and keep temp consistently at 78 degrees Fahrenheit. This may help until we figure out what exactly the white patch is.
