I realize I can't keep that many fish in a 5gal, I'll have to figure out something else to do for that tank. But can someone answer the actual question?

Can you keep a female betta with a bleeding heart tetra and phantom tetras?

Yes. It really depends on the personality, but it is usually okay. Unless I mixed up my tetras and they are fin nippers.
