Water Quality

I have a quick question that I'm asking for a friend. He has a young female Cambodian CT in a 2.5 gal. No heater yet, but he's investing for one. It has a Whisper filter and a few live plants (not sure what they are).

However, he texted me earlier today asking me to come by and check his water for him. I'm coming after 4 (it's 1:31 here).

He says, "Liberty looks so happy but water looks kind of still and have bubbles. The water looks oily on top."

I replied asking what kind of conditioner he was using and if it had aloe vera in it. He said the conditioner didn't (I think he's either using Tetra or Nutrafin).

He says, "I changed the water twice in the last two days and because the last few days I kept getting like dust on top so I put a glass over it. It looks better but more oily."

He said the bubbles are still there, and he says (I'm not clear on this part): "I saw on the internet that by testing water quality is that bubbles will pop."

I then asked if he had tested the parameters yet. He hasn't replied, but I'd like to know what your thoughts are and how to treat the water.

Any ideas?

I texted and asked - he says once a week. The last two days he has been changing daily. (We're communciating by text at the moment) I'm asking him how much he takes out when he does a change.

EDIT: He replied. 25 to 50% per change. I'm visiting the little girl when I finish my meeting.

He isn't doing enough water changes. Since it is filtered, I suggest at least two 50% a week.

Well, I visited his fish. He swapped them out so the female CT is in his smaller tank and the male is in the 2.5 gal. The male is blowing bubblenests and being as happy as can be. I asked him to test the water, and the parameters are as follow:

pH - 7.2
Alkalinity - 120
Hardness - 80
Nitrites - 1.0
Nitrates - between 0 and 10

I told him to keep up with the water changes (meaning, as Turtle said, 2 50% per week). I honestly didn't know what else to tell him.
