I don't know if I missed something but are the dividers solid? That would likely prevent much heat from getting through to the other divisions no matter where an individual heater is placed. One on each end wouldn't help the center section much either. Before Harley got upgraded from his 1g to his 10g (with heater and filter), it was only about 70F. Like CrowntailxKing said, he loves the heat (~78F) and is much more active now :)

Get a couple old towels and put them up against the back of the tank to insulate it on the ends and back. you can wrap a section of cardboard in them to produce a wall of it.

Also you can float a clean, sticky-less water bottle filled with warm water in the tank and refill when it gets too cold.
