White spot

So my new betta has a small white-ish spot under his eye. When I brought him home yesterday it looked smaller, kind of like a shiny scale. So I wasn't worried but now it's a bit bigger.

So anyone know what this white spot is? Is this Ick? And if it is what do I buy to treat it?

Housing
What size is your tank? 2g
What temperature is your tank? 75
Does your tank have a filter? Yes
Does your tank have an air stone or other type of aeration? No
Is your tank heated? Yes, just bought one today
What tank mates does your betta fish live with? None

Food
What type of food do you feed your betta fish? Aqueon betta food
How often do you feed your betta fish? He ate three pellets, I bought yesterday and it was the first time he ate.

Maintenance

How often do you perform a water change? Just bought him. He has treated water. Hasn't been long enough to change it yet.
What percentage of the water do you change when you perform a water change?
What type of additives do you add to the water when you perform a water change? Aqueon betta bowl plus (To remove chlorine)

Have you tested your water? If so, what are the following parameters?

Hardness:

Symptoms and Treatment
How has your betta fish's appearance changed? The spot wasn't as big yesterday. I didn't even noticed it until last night.
How has your betta fish's behavior changed? Not much. He's cold so he sticks close to the heater but nothing is odd.
When did you start noticing the symptoms?Last night
Have you started treating your fish? If so, how? No
Does your fish have any history of being ill? Don't know. It was a pet store fish, he seemed pretty unhappy in his little dish when I got him.
How old is your fish (approximately)? He's pretty small, so I'm guessing he's still young, but not a fry.

I have no idea about the white spot, someone else'll chime in, but 75 is on the chilly side for bettas. Bumping the temp up to 78-80 would be great for the little guy :D
