BUT you said that you use the ammonia neutralizer stuff so what the test kit may be picking up on is ammonium. Ammonium is harmless to fish. The neutralizer turns the ammonia into ammonium, but only for a day or two. That shouldn't be a problem in a cycled tank because the ammonia is eaten by the bacteria. But you don't know if the tank is cycled or not, so to be safe I would do water changes every 1-2 days to remove the ammonia.

I suggest you get a test kit for nitrite and nitrate so you can know if the tank is cycled.

I just got this tank yesterday to replace the 2.5 gallon one. So it has fresh water as of yesterday, but I did use the same filter (didn't change the cartridges so the bacteria would come over from the old tank.) So would I be ok to change the water 100% on Friday, and then again on Monday? Sadly I will be out of town this weekend. I am hoping his not eating is more due to the new tank.

Yeah that schedule seems fine.

A lot of the time when getting used to new surroundings bettas will not eat, it is perfectly normal if that goes on for a few days. I have heard of some bettas not eat for a week or more in new homes, so I think he will be fine.

Well he isn't looking good this morning. He still isn't eating and was laying on the top lead of his plant. I put him in the scoop and pour container so I could change his water. I did a full change, but while he was in his temporary container he was laying at the bottom on his side. I put him back in his tank, and he looks like this...
