Crowntail Finrot question

I have noticed my one guy Milo's fins are looking a bit "kinked" in some areas. Is this a sign of finrot in crowntail type bettas? His bottom fins were a bit kinked when I got him and I assumed it was because his cup was only half full and he was dragging his fins on the bottom...The other day however I noticed his top fins are looking a little more kinked though...Could this be some sort of fin rot? He is the first crowntail I have got so I don't know how to tell on this guy..
