Finrot or Tailbiting

I got my little Flippy Picasso a few weeks ago...( I named him flippy because he was upside down in his cup)
When I got him his little fins were pretty bad..I had him in QT. with aquarium the time it didn't get worse...but it didn't really get better either...(no regrowth)So after 10 days of aquarium salt I moved him into a divded 10 gallon hopes that with extra clean and warm water it would heal up..
2 weeks now.. or so.. every morning I wake up it seems like his fins are a little worse...and I dont know if he is biting or if it is finrot. I have finally put him back into QT. with a little aquarium salt and will add some IAL...But I was wondering what you all think...Is it tailbiting or finrot?
He is a Delta fin.

Not the best photos...but my camera died..And all I had was my cellphone..
