Is he sick?

Hello everyone, I'm new to this forum and somewhat new to betta.

I've had two Betta before, one last for almost 3 years and the other for 2.

I've had Colonel Tigh (The Colonel) for a little over a year now. When I got him I did exactly what I did with my old Betta, "Starter kit" tank, nice smooth shinny pebbles, fake plant, feed him some flakes every day, change half the water once a week, all the water once a month (room temp), and use the clarifying stuff that came with the kit....

He's always been a bit lazy, and he loves to hide in his fake plant but will come out if he sees me and when I feed him.

I recently got a 2nd fish, Mr. Lahey and when I compare the two I can't help but think the Colonel looks dull and old and I'm worried about him....

Here's the Colonel.... (I rarely ever see him flare up)

Here is my new guy, Mr. Lahey...

Suggestions for my little guys are welcome!
