Please answer as many of these as you can:
Housing
What size is your tank?
What temperature is your tank?
Does your tank have a filter?
Does your tank have an air stone or other type of aeration?
Is your tank heated?
What tank mates does your betta fish live with?

Food
What type of food do you feed your betta fish?
How often do you feed your betta fish?

Maintenance
How often do you perform a water change?
What percentage of the water do you change when you perform a water change?
What type of additives do you add to the water when you perform a water change?

Water Parameters:
Have you tested your water? If so, what are the following parameters?

Ammonia:
Nitrite:
Nitrate:
pH:
Hardness:
Alkalinity:

Symptoms and Treatment
How has your betta fish's appearance changed?
How has your betta fish's behavior changed?
When did you start noticing the symptoms?
Have you started treating your fish? If so, how?
Does your fish have any history of being ill?
How old is your fish (approximately)?

You should definitely answer the questions as stated above so we can best help you and rule out anything else that may be a problem. However generally speaking, fin rot is best fought by frequent water changes.

... get him a qt larger tank. Half a pint is waaaay to small, even for a qt tank. For a qt/hospital tank maybe 1/2 a gallon to 1 gallon large with 100% water changes daily is good.

IMO, if it's not that bad, stick him back into his tank. A warmer and larger place will make it easier to keep the water pristine and good for him to heal. If you could describe what his tank is like using the form that ShinyBetta posted, that'd be helpful too. :)

IMO, clean water and either one to two teaspoons of epsom salt or aquarium salt per gallon might do him more good than betta fix.

..... would you please fill out the form about the 10 gallon. There are a lot of variables that could help. It looks long, but it really isn't that hard to fill out :)
