Exclamation What is wrong with my betta?

Well...I've had some trouble with my little betta fish, Phinneaus lately. He lives in a 3 gallon bowl with some live and a fake plant, a rock and...well, that's about it. I'm not sure what he has, but he's definately not well. His symptoms are:
a white spot on the bottom of his top fin
his bronze belly (Phinneaus is a purple-redish betta)
a belly that I THINK is a tad swollen
If anybody could help me, I'd love it. Thanks!

Whats his water temp.?
If its to cold, there ya go, problem pretty much solved.

Stress also causes these things, and Betta get stressed when they dont have a really good hiding spot. Put like a little hollow tube like thing in there.

Housing
What size is your tank?
What temperature is your tank?
Does your tank have a filter?
Does your tank have an air stone or other type of aeration?
Is your tank heated?
What tank mates does your betta fish live with?

Food
What type of food do you feed your betta fish?
How often do you feed your betta fish?

Maintenance

How often do you perform a water change?
What percentage of the water do you change when you perform a water change?
What type of additives do you add to the water when you perform a water change?

Water Parameters:
Have you tested your water? If so, what are the following parameters?

Ammonia:
Nitrite:
Nitrate:
pH:
Hardness:
Alkalinity:

Symptoms and Treatment
How has your betta fish's appearance changed?
How has your betta fish's behavior changed?
When did you start noticing the symptoms?
Have you started treating your fish? If so, how?
Does your fish have any history of being ill?
How old is your fish (approximately)?

Well, I did think the water was a tad cold, so it is warmer now, but a week or so later, still no sign if hin getting better...
