Possible Fin Rot?

I'm a bit paranoid, as you may noticed, but I think this isn't how his fins should look like, he has a V cut on it, I managed to take some more or less good photos of it:

This was taken yesterday and is how his tail looks like:

And this is the thingy he is getting covered with and releasing it sometimes, idk if it's normal, I managed to take a photo as well:

PS: he was covered with it when I got him back from my friend, I managed to less it down 95%;

I hate to say this but can I have some replies? The pet-store will close in 2:30 hours and if I could buy something (besides the heater I didnt buy yet) I could get it today still. =X

Can you fill out as much of these questions as possible?
I don't see fin rot from the photos, however his fins look terribly clamped, which is usually a sign something is wrong. Answering these questions below might help us determine the cause.

Housing
What size is your tank?
What temperature is your tank?
Does your tank have a filter?
Does your tank have an air stone or other type of aeration?
Is your tank heated?
What tank mates does your betta fish live with?

Food
What type of food do you feed your betta fish?
How often do you feed your betta fish?

Maintenance
How often do you perform a water change?
What percentage of the water do you change when you perform a water change?
What type of additives do you add to the water when you perform a water change?

Water Parameters:
Have you tested your water? If so, what are the following parameters?

Ammonia:
Nitrite:
Nitrate:
pH:
Hardness:
Alkalinity:

Symptoms and Treatment
How has your betta fish's appearance changed?
How has your betta fish's behavior changed?
When did you start noticing the symptoms?
Have you started treating your fish? If so, how?
Does your fish have any history of being ill?
How old is your fish (approximately)?

Also, in a picture you posted in a different thread, there is something on his ventral fin that reminds me of a bacterial problem called Columnaris.

I recommend purchasing aquarium salt, if he does have either finrot or columnaris, it will help both.

How often do you feed your betta fish? once a day, sometimes I give it like 1-2 bloodworms, he doesnt like it much :C

What percentage of the water do you change when you perform a water change? 100%
What type of additives do you add to the water when you perform a water change? Tap water conditioner (although I use mineral because of tap water problems)

Symptoms and Treatment
How has your betta fish's appearance changed? Yeah, since last week it was full of this gooey stuff, then I looked for help and I started changing the water daily and tried to keep the water heat more or less stable while I wait for my aquarium.
How has your betta fish's behavior changed? Yes, he is alot calmer now since I started the "treatment"
When did you start noticing the symptoms? Since I got it back from holiday and got it from my friend's house (he was kept there for 2 weeks)
Have you started treating your fish? If so, how? Just daily water change, his gooey stuff went down 95%, but he's still getting it and releasing in the water.
Does your fish have any history of being ill? None that I know of, I have him for 2 months (?) I got it from a friend who was moving away.
How old is your fish (approximately)? No idea but probably older than 6 months.

Well, the petstore closes in 40 mins, I will leave it for tomorrow, my mum wants to go there as well anyway, if the aquarium arrives tomorrow as well then is 2 birds with 1 stone! :P

As denaliwind said, treating him with Aquarium Salt will help with both fin rot and "the gooey" stuff.
