It looks like Fin Rot...

Housing
What size is your tank? 1.5 gal
What temperature is your tank? Constant 78 degrees
Does your tank have a filter? Yes
Does your tank have an air stone or other type of aeration? No
Is your tank heated? Yes
What tank mates does your betta fish live with? None

Food
What type of food do you feed your betta fish? Top Fin Color Enhancing Betta Bits (they are pellets)
How often do you feed your betta fish? One pellet in the morning, one in the afternoon, one at night.

Maintenance
How often do you perform a water change? Twice a week, one 50% and one 100%
What percentage of the water do you change when you perform a water change? above
What type of additives do you add to the water when you perform a water change? AquaSafe water conditioner

Water Parameters:
Have you tested your water? If so, what are the following parameters?

Ammonia:
Nitrite:
Nitrate:
pH:
Hardness:
Alkalinity:

Symptoms and Treatment
How has your betta fish's appearance changed? His fins were nice and smooth, and within a day they're all ragged at the ends. I noticed a small hole in it a few days before but I kind of pushed it aside because I didn't think it was a big deal.
How has your betta fish's behavior changed? It hasn't. Barracuda is still eating and swimming happily.
When did you start noticing the symptoms? Yesterday afternoon
Have you started treating your fish? If so, how? I haven't. I plan to, though.
Does your fish have any history of being ill? Nope.
How old is your fish (approximately)? i've had him for a little over a month now.

I'm assuming that if it is Fin Rot, I caught it early, so it should be easy to treat?

Do you have a picture? It could be fin rot, or he could have torn his fins on something, or he could be biting. A picture will help identify what the problem is.

That does sound like fin rot but a photo would be great when you get the chance.

You can treat him with Aquarium Salt, 1 tsp per gallon and increase water changes to 100% every day, or at the very least every other day until his fins regrow. Don't do the salt treatment for more than 10 days. You can add Stress Coat to the water to aid fin repair.

I got some that is clear enough. The ends, you can't really see, but they seem to be pale blue, or grayish.

Also, any specific brand? There's a PetSmart and a PetCo, those are the closest.

I've never had a Betta with Fin Rot, so I don't really know.

I would say either tail biting or he could be getting his tail sucked into the filter. Either way I would dose him with aquarium salt like Darkmoon recommended. The link you provided is the brand I use. I think Walmart has it too possibly cheaper?

Well Barracuda doesn't really bother the filter, and i've never seen him bite his tail. But of course that doesn't mean he doesn't do it. Thank you.
