Not completely sure if this is fin rot

Housing
What size is your tank?
1.5 gallons
What temperature is your tank?
Steady at 78 degrees.
Does your tank have a filter?
Yep.
Does your tank have an air stone or other type of aeration?
Nope.
Is your tank heated?
Yes
What tank mates does your betta fish live with?
None.

Food
What type of food do you feed your betta fish?
Hikari Betta Bio-Gold.
How often do you feed your betta fish?
Three pellets twice a day.

Maintenance
How often do you perform a water change?
Twice a week.
What percentage of the water do you change when you perform a water change?
50% to 75%.
What type of additives do you add to the water when you perform a water change?
If I'm not wrong, Nutrafin conditioner. I'm in class right now so I can't look for myself.

Water Parameters:
Have you tested your water? If so, what are the following parameters?

Ammonia: 0 ppm
Nitrite: 0 ppm
Nitrate: 0 ppm
pH: 7.6
Hardness: Unknown
Alkalinity: Unknown

Symptoms and Treatment
How has your betta fish's appearance changed?
His tail looks slightly crooked. His tail edge has always been pretty straight. He's a plakat type, so when he flares, his tail is perfectly round. However, I was looking at him this morning and his tail didn't look quite right, so I had him flare. It's definitely not the roundness it used to be. I'll try to get a picture when I get back from class.

How has your betta fish's behavior changed?
Still exactly the same.

When did you start noticing the symptoms?
This morning.

Have you started treating your fish? If so, how?
Not yet - I don't want to treat him with AQ salt if he doesn't need it. I plan on upping his water changes, though, just in case. He's due for one tomorrow, and then a 50% on Saturday, and so forth.

Does your fish have any history of being ill?
None.

How old is your fish (approximately)?
Perhaps about a year old.

This is what his tail looked like a few weeks ago:


This is what it looks like now:


You need to squint a little bit for the second picture, but you can see how his caudal fin doesn't look so right anymore. I can't tell if there's black edging or anything, so I'm a bit confused. Any ideas?

...Really? Some help would be appreciated. For now, I'm keeping Nero in clean water, but I don't want to start dosing with AQ salt if it's not necessary. Any tips?

It's really hard to tell...I would just do a few more water changes than normal and see if that helps. If it starts to get worse then begin the 10 day aquarium salt treatment. Hope his tail gets better!

in the second two pictures he looks kinda gold/greenish. It's probably from the flash but it's hard to tell much. So until someone with more experience can help, just keep up with frequent (daily would be best) water changes.

The gold/greenish color is from the flash, yes. He changes color depending on the light. He's getting daily 25-50% water changes at this moment.

PKs dont get fin rot as easily as long fins....and most do develop more ragged fins after awhile....I say just keep him clean and see what happens.
