Yes, it is. It isn't recommended to have fish as tank mates in anything under a 10 gallon, anything smaller makes it hard for active fish (like neons) to do what they do, and it's hard to put in enough hiding spots (but still have room for free swimming) so they or the betta can hide.

I believe the only thing that would fit in a 5 gallon besides one betta would be 1 or 2 ghost shrimp or viseversa with snails.
