Fin Rot??

Housing
What size is your tank? 1.5 gallon.
What temperature is your tank? 79-82 degrees.
Does your tank have a filter? No.
Does your tank have an air stone or other type of aeration? No.
Is your tank heated? Yes.
What tank mates does your betta fish live with? None

Food
What type of food do you feed your betta fish? Top Fin Color Enhancing Betta Bits.
How often do you feed your betta fish? 3 pellets each morning. Blood worms every once in awhile. Fasting day each week.

Maintenance
How often do you perform a water change? Once or twice a week.
What percentage of the water do you change when you perform a water change? One or two 100% a week.
What type of additives do you add to the water when you perform a water change? Top Fin Betta Water Conditioner.

Water Parameters:No.
Have you tested your water? If so, what are the following parameters?

Ammonia: N/A
Nitrite: N/A
Nitrate: N/A
pH: N/A
Hardness: N/A
Alkalinity: N/A

Symptoms and Treatment- I had ghost shrimp a while back and I had to get rid of them because they were eating Doyle's tail. I thought his tail would grow back over time, but it seems to be getting shorter and ragged and little holes towards the bottom. The tail isn't changing color.
How has your betta fish's appearance changed? His anal fin is the worse and then his caudal fin.
How has your betta fish's behavior changed? Nothing. He still acts the same.
When did you start noticing the symptoms? About a month ago, maybe a week or two less than that. After I gave the ghosties away.
Have you started treating your fish? If so, how? No.
Does your fish have any history of being ill? I don't think so.
How old is your fish (approximately)? About 7 months (not including how long he was in the pet store)

Its hard to tell by the pic if it is fin rot......are the edges crusty, discolored etc......Shortened/ragged fins especially the anal and caudal that drag the bottom of the tank or on other items in the tank can cause open wounds and secondary infection can happen....clean water is often the best way to prevent secondary infection....

Check your substrate and make sure it is not too sharp and other items in the tank as well to prevent more damage...even the large glass stones that are often used in tanks can pinch fins and cause damage

In the 1.5gal unfiltered tank-I would make twice weekly water changes...1-50% and 1-100% to maintain water quality....once the fins start to look ragged and shortened I would increase the water changes with an added 50% to make 3 water changes a week...

If they are discolored and crusty from possible fin rot...I would QT in a small container that can be floated in the heated tank to maintain a water temp in the 76-77F range and start aquarium salt 1tsp/gal 10 treatment along with 100% daily water changes with the aquarium salt 1tsp/gal...if you have tannins to add all the better from either IAL or dried Oak leaf...

Pre-mix the treatment water in a 1gal jug of dechlorinated water-add the salt and the tannins to steep-darker the better.....use this water for the 100% daily water changes for 10 days-this also makes correct dosage and water changes easier....

Nutrition is important for the healing process too...fed high protein diet in small frequent meals....live or frozen are the best...limit freeze dried foods

They aren't crusty or discolored. Right now I have him in a gallon tank with no decorations or gravel. Im going to do 100% water changes and see if he improves. I dont have any aquarium salt at the moment, but if he doesn't improve then I'm going to get some. Thanks so much for your advice and I'll keep you updated!
