Well, I went to walmart last night and bought him a heater. It was $14 and the cheapest one they had, BUT it's gianormous for my 2G tank. It's long, so I'm hoping I can hid it in the corner and it won't be so much of an eye sore. I only have a few fake plants in there so not much to hide it. I also bought some stress coat and will try that.

Do bettas grow their fins back once they've been damaged ? Or will he have this tear look on his fin the rest of this life ?

They'll grow back, just not as long or as colorful.

My friend looked at him yesterday and thought it looked like he might have snagged his fin on something. I have white rocks at the bottom and plastic plants. Nothing feels sharp to me. The gravel is from Walmart and seems to be losing its white "paint" - but it was purchased in the fish section. The plants are from PetSmart- also purchased in the fish section.

Replace plants with silk ones. Slowly replace the gravel with some from a true petstore. If your tank is uncycled or doesn't have a filter, you can changes all of the gravel at once. If it is cycled, I would replace 50% of the gravel, wait a day or two, then replace the rest of it.

Here's a close-up pic of Goldie. The tear is to the right of where the flash is showing from the camera.

If you look closely to the right of the camera flash you will see a clear line. It started as just a line and now the fin is breaking off under the line.
I noticed this morning he has a tiny small line that looks like it is just starting on his tailfin. I put some stress coat in his tank this morning and put in heater (pictured).

That's fin rot on the ends of the caudal fin, isn't it?

Can you try to get a clearer photo of his tail fin?

What's the caudal fin ? Do you see the small clear line to the right of the flash that is going slightly upward & to the right? Everything below that line is starting to break off now.

My camera is not working right and this is the best I can do. My camera is out of battery & I can't see what I'm taking a picture of until I load it to the computer. I can't find my battery charger - *sigh* I have no idea where I put it.

I might be wrong but I think his tail should look like this (in format):

Is the points in a black-ish colour?

Yes, the tips of the tail fin is black but they were like that when I got him 2 months ago so I thought it was just his marking. It is a darkish line just on the very tips. But his tail fin isn't the one I'm talking about. It's the fin below that against his abdomen that is breaking off.
