What in the world is this???

I found this on my betta the other day. It looks like pulled up scales almost. Since I took these pictures it looks like the "pulled up scales" fell off. Could it be pulled up scales? Is he going to be alright?

How often do you perform a water change?
What percentage of the water do you change when you perform a water change?
What type of additives do you add to the water when you perform a water change?

Hardness:
Alkalinity:

Symptoms and Treatment
How has your betta fish's appearance changed?
How has your betta fish's behavior changed?
When did you start noticing the symptoms?
Have you started treating your fish? If so, how?
Does your fish have any history of being ill?
How old is your fish (approximately)?

Could be scales. They do fall off from time to time. Does he have a spot where the pulled up scale was? A spot that looks like a scale is missing?
