First off, I'd say 72 is too low a temp. for your betta. Keep it above 75 atleast, but below 84.
What does your water conditioner "Kent Marine Betta Bowl Essential" do? Does it remove chlorine and chloramine?
Blackened scales is not something abnormal if it's been there since a long time.
The frayed fins suggest finrot. Are you sure that your betta isn't flaring too often?
That's one reason I know for split fins.
Are the edges of the fins having a darker colour?
Do an immediate water change and add tetracycline (dosage as mentioned on the pack*).
Add espom salt (1/2 tsp).
Keep the temp at 80-82. Perform 100% water changes every 2-3 days and add tetracycline & salt again.

* I would suggest adding less than the full dosage as your bowl is just a gallon in size.

You need to be doing a minimum of 100% every other day, otherwise ammonia builds up. I have a feeling he's just suffering from poor water conditions. If you keep up with water changes and keep his bowl heated to 80*F, then he should start improving.

In my opinion, his bowl is too small, when or if possible you should consider upgrading him to a 2.5 gallon tank with a heater, or something larger. :)
