Help! My Betta is motionless and no eat.As in pic

Housing
What size is your tank? 4G
What temperature is your tank? 80
Does your tank have a filter? Y
Does your tank have an air stone or other type of aeration? Y (turned off because betta need still water
Is your tank heated? Y
What tank mates does your betta fish live with? 4 neon tetra

Food
What type of food do you feed your betta fish? betta food
How often do you feed your betta fish? Once a day

Maintenance
How often do you perform a water change? 1 wk
What percentage of the water do you change when you perform a water change? 50%
What type of additives do you add to the water when you perform a water change?conditioner

Water Parameters:
Have you tested your water? If so, what are the following parameters?

Ammonia:
Nitrite:
Nitrate:
pH:
Hardness:
Alkalinity:

Symptoms and Treatment
How has your betta fish's appearance changed?
How has your betta fish's behavior changed? Y
When did you start noticing the symptoms? Yesterday
Have you started treating your fish? If so, how? No
Does your fish have any history of being ill?
How old is your fish (approximately)?

Welcome to the forum and sorry you are having problems....

In a 4gal filtered tank.....its not big enough to meet the needs of other species of fish along with the Betta.....you are really over crowded.....

I would re-home the Neons and start water changes of 50% daily for several days and then get on a regular schedule of twice weekly 50% to maintain water quality...1-50% water only and 1-50% to include substrate cleaning by vacuum or stir and dip method...

Filter media-give it a swish/rinse in old tank water with a water change a couple of times a month....

How long have you had him in this setup.....

Okay, that seems like swim bladder disorder, probably due to overfeeding/constipation.
In either case, stop feeding him for 3-4 days & watch for poop.
Isolate the fish & move out gravel and other stuff from the tank.
Maintain temp 80.

One more thing, by motionless, do you mean he doesn't move at all?
Check if his gills are still moving. If they aren't, push your net into the water, does your betta react at all?
Has his colour become pale?
If the answers to the above three questions are all yes, then I'm sorry to say this, but it is most likely that your betta has gone to fish heaven. :(
