Experience is telling me to advise against wire. I used to do electrical work for a living.

If you have to use wire for some structural purpose (I'm assuming the skinny part of the trunk) I would suggest this:
Go down to the HomeDepot or what have you and get a couple of feet of electrical wire that is meant for underground burial. I forgot what they called it but it's usually gray and you can bury it virtually forever. You'll want 14 or 12 guage most likely.

It's not as stiff as steel since it's copper, but it should be stiff enough. Cut to fit and then cap the ends of the cable with a healthy dose of aquarium sealer and let cure before you use it.

You can get PVC "cloth" which can be "paper mache'd" into shapes using a frame or by hand if you're careful.

You'll want to use Nitrile gloves and do it in an open well ventilated place where you don't mind drips being permanent.

There are also many etching dyes for pvc. I'd suggest a little experience with making plastic model kits if you do it this way.

Styrofoam harbors bacteria.
