Not an emergency, but still worried

So I made the mistake of leaving my betta with my little brother for two weeks while I was away....

Came home and Zip had a pretty severe case of fin rot and was floating sideways at the top of his tank near the heater. After interrogating my dear, sweet brother (who had taken care of Zip extremely well before) I found out that he thought he only needed to do once-weekly changes instead of the 100% every-other-day that I'd asked him to. Goodie. He'd also been feeding him much more than he should have been, so I assumed that the bloated stomach was because, well, of that.

After three days of fasting and some aquarium salts for the fin rot, I came downstairs one morning to see Zip pineconing. Obviously my first thought was "GAH NO NOT DROPSY" and gave in, stuck some Maracyn II in the tank.

It's been a week on the Maracyn and Zip is no longer floating sideways/upside-down or pineconing, his stomach looks normal, and he's back to his five-pellet-a-day feeding schedule. But he's also sitting on the bottom of the tank fairly listlessly and barely reacting to his surroundings, which is extraordinarily uncharacteristic of him. Usually he reacts to literally everything, wiggling constantly and flaring, and has been known to bite when he's fed.

Housing
What size is your tank?
2gal--if he's okay, moving to either a 10gal or a 5gal within the next month

What temperature is your tank?
Usually 82*F, but when using aquarium salts I usually raise it to 84* or 85* based on recommendations on the box/from here.

Does your tank have a filter?
No

Does your tank have an air stone or other type of aeration?
No

Is your tank heated?
Yes

What tank mates does your betta fish live with?
None--if he gets moved to the 10gal we're thinking about adding some neon tetras and a snail

Food
What type of food do you feed your betta fish?
Aqueon betta pellets

How often do you feed your betta fish?
Twice daily, two pellets in the morning and three at night

Maintenance
How often do you perform a water change?
Every other day normally, have been doing daily changes for the past week or so.

What percentage of the water do you change when you perform a water change?
100%

What type of additives do you add to the water when you perform a water change?
AquaSafe, recently also aquarium salts for the fin rot and Maracyn II for whatever else was wrong

Symptoms and Treatment
How has your betta fish's appearance changed?
Fins are tattered, colouring is very pale.

How has your betta fish's behavior changed?
much less active, sitting at the bottom of the tank instead of hanging around the top/middle.

When did you start noticing the symptoms?
According to my brother, they started appearing on 10 June

Have you started treating your fish? If so, how?
Aquarium salts and Maracyn II

Does your fish have any history of being ill?
One mild case of fin rot when he came home, but not other than that

How old is your fish (approximately)?
He's doubled in size since I brought him home in January, so fairly young, I'd guess

So what do you guys think? Is there anything else I can do, or is it really just up to him at this point?

Take a sample of the tank water to your LFS.. most times they'll do a reading for free or really cheap. See if that's the culprit first. He could also just be out of it after all that he's been through.. maybe needs a couple days to feel better.
