Stubborn male?

So I have been trying to get my hm pair into spawning shape now normally he builds nests for me just fine just on regular treatment but now he is kinda being a little twit about it. He is on his first week of a three week long conditioning. But I decided to move him into what will be the breeding tank because he tends to get a little shy and hates new places. He has been in there for a few days and is acting comfortable however I have not seen anything in the way of a bubble... I will let him see the female for a little while but he doesnt bother to flare and just ignores her...
Is it him or is it something I'm missing. The water he is in gets changed 50% everyday plus 90% at the end of every week. He is fed three times a day morning and night blood worms and pellets in the afternoon. The water is about 80* I am going to add some oak leaves as soon as i can hopefully I saw some dead branches laying on the ground ;) but its a little disconcerning how little he is paying to attention to the female... Oh and he likes to chill under the bubblewrap that is usually for his nest...

He might not be 100% healthy or there might be something wrong with the water.

Try taking everything out and leave the tank bare. Force him to not be shy because shyness can make them stressed. When he is "normal" again, put in the plants etc. and introduce the female.
