If you want fish in it on the weekend, you can do the fish in cycle. But it requires regular water changes...

Does it make a difference if I'm using a tank that was used for a few years, then left in a room for a few years? The gravel and filter are the same.

It would make a difference, I think because removed from the tank water, the bacteria would die off especially after a few years. I've done the fish in cycle and it works well as long as you don't stock too many fish at a time and of course do water changes religiously.. I did lose one or two fish so I suggest you don't put in delicate or expensive fish at first and especially not the betta :3

How much time would it take to do the fish in vs the raw shrimp thing vs moving over a handful of rocks from the larger tank we already have?

Oh, if you have a larger tank with rocks do that! That would probably be the fastest, I'd put in some of the other tank's filter media too. D'oh! i didn't know that you were going to do that! Sorry lol!

So I just take out the other tanks filter and squeeze its juices into the new tanks filter?
