Scars and shredded tail

I have had my Betta since last august, and when I got him he wasnt the healthiest of fish. His fins were all shredded and he had a spot on the side of his body. Well I had thought that the fins would grow out by now but they still are shredded looking... He has no finrot, but I just dont think hes growing his fins out properly. His "spot" on his side is also still there, and it almost looks like the scales around it are clumped up... Ill try to get a picture of the spot, but was wondering is there something really wrong or does he just not grow as quickly as others.

Since last August as in 1 year ago?

If they are still messed up I would imagine hes a tail biter, that or its catching on things in the tank. Pictures would help those with a bit more knowledge than myself to diagnose him.

A photo would really help and could you fill this in, we need more info:
Housing
What size is your tank?
What temperature is your tank?
Does your tank have a filter?
Does your tank have an air stone or other type of aeration?
Is your tank heated?
What tank mates does your betta fish live with?

Food
What type of food do you feed your betta fish?
How often do you feed your betta fish?

Maintenance
How often do you perform a water change?
What percentage of the water do you change when you perform a water change?
What type of additives do you add to the water when you perform a water change?

Water Parameters:
Have you tested your water? If so, what are the following parameters?

Ammonia:
Nitrite:
Nitrate:
pH:
Hardness:
Alkalinity:

Symptoms and Treatment
How has your betta fish's appearance changed?
How has your betta fish's behavior changed?
When did you start noticing the symptoms?
Have you started treating your fish? If so, how?
Does your fish have any history of being ill?
How old is your fish (approximately)?

Is your tank heated? no, but one is on the way
What tank mates does your betta fish live with? none

How often do you feed your betta fish? once a day about 3-4 pellets

Maintenance
How often do you perform a water change? twice a week
What percentage of the water do you change when you perform a water change? one 50% and 100%
What type of additives do you add to the water when you perform a water change? water conditioner

It could be an old injury that healed over perhaps? Someone more experienced might be able to tell you. But as long he' normal and that spot isn't growing, I wouldn't worry..
