HELP Neptune is sick!!

Neptune is a blue halfmoon male.I've had him for about 4 months.

I came home from work today and found him laying on the bottom of the tank with his butt uphe won't eat and his face is faded.
Not bloated,scales are fine and fins look beautiful as always.
I've put him in a large mixing bowl for now so he won't have work so hard to come up for air. But I have no clue whats wrong with him.

Tank and fish stats
5 Gal. A little on the deed side.
I did 50% water change on sunday.
Water temp 70 (he won't eat if it's much warmer)
No tank mates.
He eats Betta foodpellets),Freeze dried blood worms,and not sure if it counts but he likes organic Alfalfa Sprouts don't know if he eats much of it he just kind of plays with them (I take them out when hes done with them)

Anyway please help hes really sick he won't even respond to a mirror.

How much and how often are the water changes..beside the one Sunday, additives used, filter, live plants....has he ever been sick and/or treated...

How is he today....any changes....
