Possible tumor on betta?

I posted earlier about my lethargic betta. On the suggestion of OFL I have doing the epsom salts and 50 - 100% water changes every other day. No help. He gets a little worse every day. Struggling to come up to the top. I have dropped his water level down to about 1 gallon, treated with epsom salts and dechlorinator. 78 degrees. He's still eating. His bottom just sinks when he tries to swim. I have attached some pictures. Anything else I could do to help?.
