Unhappy Fin rot or fungal issue?

Bubbles, my 2 yr. ols betta sems to have developed something. His top fin seems to be gone and now has a big white sore (?) where the fin was. In the center of the white area, I can see a small patch of pink. What could it be?

What temperature is your tank? Room Temp - it sits on my desk at work
Does your tank have a filter? No
Does your tank have an air stone or other type of aeration? No
Is your tank heated? No
What tank mates does your betta fish live with? He is alone

Food
What type of food do you feed your betta fish? Hikari Betta Bio-Gold
How often do you feed your betta fish? Every other day - 4-5 pellets

Maintenance

How often do you perform a water change? usually weekly
What percentage of the water do you change when you perform a water change? 98%
What type of additives do you add to the water when you perform a water change? Splendid Betta Complete Water Conditioner - 8 drops

Water Parameters: N/A
Have you tested your water? If so, what are the following parameters?

Ammonia:
Nitrite:
Nitrate:
pH:
Hardness:
Alkalinity:

Symptoms and Treatment
How has your betta fish's appearance changed? Missing top fin - now has white area with pink center
How has your betta fish's behavior changed? No - he still is a happy swimmer
When did you start noticing the symptoms? about a month ago
Have you started treating your fish? If so, how? Not Yet
Does your fish have any history of being ill? No
How old is your fish (approximately)? 2 Years old

Since he is an office fish.....can you bring him home for a 10 day treatment....

I would start a 10day aquarium salt 3tsp/gal and tannins along with 100% daily water changes

Premix the treatment water in a 1gal jug of dechlorinated water-Add the salt 3tsp/gal and tannins...either IAL or dried Oak leaf and let this steep for at least an hour and use this premixed treatment water for the 100% daily water changes for the next 10 days.....

But first.....make 25% water change every hour for 4 hours and start the 100% daily tomorrow counting that as day one....

Its best to treat in a small QT container that can be floated in a heated tank to maintain a water temp in the 76F range

Make sure the water temp between the treatment water and tank water is within a couple of degrees so not to temp shock him

Nutrition is also important for the immune response-good quality high protein foods fed in small frequent meals....

That looks like Flex and hopefully its not the fast moving type since it can kill the fish within 12-24h....if it the slow moving type the fish can recover with the treatment I gave you....good luck....

By your post-he has been like this for a month...is that correct.....did someone cut the fin off or something.....since he is in an office-hopefully you don't have a cruel person that took a pair of scissors cut his fin off....
