PLEASE HELP TWITCHY!!! his scales are falling off, and he is just sitting at the bottom of the tank, and it looks like he's struggling to breathe... not eating... should i euthanize him?

How old is your fish (approximately)? don't know for sure, got him from a pet store, i'd say at least a year
ok well i'm kind of a newbie, but id say that if he's laying at the bottom of the tank and struggling with breathing, maybe you should lower the water level so its easier for him to reach the surface and breath
Bring the water temperature up slowly to around 78-80*F and do more frequent changes. Instead of a bunch of 100% changes that are stressful, do a few 50% changes per week.
Has he been showing any other signs that something may be off?
You can out 1tsp/gallon of aquarium salt to prevent any infections he might get from scales falling off, but you'll have to up your water changes because too much of it hurts them and lets bacteria build up a resistance to it.
Have you actually seen his scales fall off or is he just getting darker?
Well, he for one is to cold. He needs to be about 78-82*. So do what you can to get his water warmer.
Take a large container, like a gallon milk jug (well cleaned out), and mix together Aquarium salt, which you can get at the Pet store, and water. 1Tsp per gallon usually.Then you need to fill a smaller container, (about 1/2 full if he is having trouble breathing) that you can provide 100% water changes on every day, with the pre-mixed salt treatment. This container needs to be floated in water that can keep him at about 80*.
