Divided tank and surface scum

I have a divided 10 that has a problem on the side that has no filter. The water is crystal clear and all the levels are good. I just can't get rid of the film on the surface of the water. Does anyone else have this problem and what have you done to fix it. I thought of using a powerhead but all the ones I see pump way to much water.
