Question some questions about plants

so i have two questions about plants.
1. can you have a co2 system in a planted tank while fish are in it?
2. i know plants give of oxygen. but do underwater plants give of oxygen? if they do, why don't you see bubbles coming off of them?

Yes, you can have cO2 with fish-in. It does complicate things and you're really gonna need to research the effects cO2 has on your tank's parameters and what it can possibly do to fish. Usually, tanks under 10g without moderate planting dont need cO2. You also need LOTS AND LOTS of light when using cO2, and some pretty heavy-duty fertilization.

I didnt get cO2 for those reasons :C

They do when they get cO2... I believe its called "pearling", which are little bubbles coming from them.
