Exclamation is it cancer?

I was cleaning my fish tank today, when i noticed bumps on my fish. they're at the end of his body, where his fins start, and are on both sides. on one side, the skin has come off and is hanging there. what is this!?

i think its a highly fatal sickness. im new to betta illnesses but Sakura8 said any silver/grey on fins is pretty bad news. i'll wait for more experienced members to comment on the pic to confirm and offer some possible treatments (if any). did his fins ever have grey or silver on them? what were the fin colours 3-12 months before?

My sister's betta has something similar, but we don't know exactly what it is either. His water does get to smelling like sulfur too.

Also, I really hope you didn't take your betta out of water for a picture.

If I'm not mistaken, the one-gallon should have changes more frequently than once a week..
