Mojo Jojo's tail :(

So I noticed yesterday that Mojo's tail & upper fin were looking a bit - for lack of a better word - ragged. He normally has a very fluttery tail that is far more smooth on the edges. It's not red or inflamed, and he's acting normally.... but I started to evaluate his tank set up. I thought it might be due to his old gravel & some plants that we had in there. He was our first purchase and we weren't as knowledgeable with our tank accessory purchases, so he still had 2 plastic plants in the tank - which have now all been switched to silk. He likes to sleep literally laying on his side on the gravel floor & had normal gravel in the bottom - which we have now switched to that polished-like rock gravel since its so much more smooth. This picture is kind of hard to see his tail edges, but does this look like he was maybe catching it on stuff & it needs to heal? Or is it maybe something more like tail biting or fin rot? I will try for better pics too as soon as the camera battery charges back up (I left it on, oops!). I also performed a 100% water change & added small amount AQ salt yesterday.
