Looks like a case of the other female nibbling on her fins. Normally it is wise to have 5+ females in a sorority, unsure how just 2 would be. Good news is the clear fins means she is regrowing her fins. But yeah, no black marking, just a case of the females are trying to establish who is boss, and with only 2, they are focusing on just each other and stressing one another out.
Also would up the water changes to weekly... could easily be having ammonia/nitrite spikes.
Just my thoughts on what it looks like. She's a cutie!

If I were you I would strongly consider dividing the tank, that way they can flare at each other, but won't cause any bodily harm to one another.

Yeah that's what I figured. The other one does chase her around a lot. I was thinking about moving them both to separate tanks/bowls. Any suggestion on a good easy cheap way to split the tank? Also if I put them in a bowls/small tanks do they need heaters? Some people tell me yes and some no

This is the thread that discusses having multiple females in the same tank, as I thought, having only 2 will only cause harm to one or both. :(
So I would suggest either dividing the tank, or get 2-3 more females and make sure there are plenty of plants and hiding places for them to be happy girls :)

Here is another link about dividing your tank. http://www.bettafish.com/showthread.php?t=40025
If they are in smaller containers they still need heaters. Filter not as much but it's good to have.

Thanks for the help guys! I had some trouble finding some of the things so I'm just going to use plexiglass and drill some holes in it so the water still flows.
