Divided tank Q's

I recently put a divider into one of my 10gals (homemade from plastic crafting mesh... I got brown, to look good with the background lol).
I have found myself with a few questions...

So, the filter is on the left (duh) and the heater is on the right (duh x2).
The right side stays at an even 80 degrees, whilst the left is hanging around 76. Grrr.
Also, on the right side, the top of the water seems to get 'filmy'
What is this??
I know it's because the water isn't being circulated well enough... but how can I fix this?
My filter is baffled, but I suppose I can undo it. My HMPK is a stronger swimmer than my CT... I dunnoooo!

Am I going to have to get another heater and another filter?
Orrrr is there a way to fix these problems, that I just can't figure out... ?

Fix for the heater issue:
Put the heater by the filter, make the filter as centered into the tank as you can manage (if you can)...that way, it sucks up warm water and spits it out :)

The gunk is just minerals and proteins and stuff. Not a huge deal. Looks like oil, right?

And if the fish isnt super affected by the filter, try not baffling it. No harm in that. If you want another filter, just to keep things moving around, consider one of the cheap tetra whisper 3i filters. Theyre like $10, really small, in-tank and they do a good job of circulating things around (which is all you need).

Only down fall is the aerator, which is a little noisy. But no big deal.

Ya think maybe a bubble maker thingy (real technical, right? lol) on the right side would help any?

Maybe move the heated water around and into the left side to be filtered? Hmm...

Update -- for anyone having this problem too --

I added a air pump/air stone in the right corner of the tank, put it on a very low bubble, and it works like magic!!
The temps are the same on both sides, and no more filmy stuff
