Idea and Heater Issue

So I have a 1.5 Gallon. Nothing is in it now but I'm looking into more bettas as well as breeding so the idea would be to get 2 ten gallons.

One ten gallon would be split three ways. It would hold 2 males and 1 female.

One ten gallon would be for breeding and then the fry.

My issue is the 1.5 I would be holding one female in. I got it a heater but its too strong. I just my themotor from my other tank and I'm rather sure its at 90.

I think this is the heater. Its the brand but maybe not the exact size.

My question is what should I do? Also is my splititng plan okay?

keep in mind that if everything goes right in the breeding, you could have two to three hundred fry that grow into fish which you pretty much have to give away after caring for for about four months.

its gonna be more than a 10g unless you blatantly cull the eggs.
