What Is This Stringy Stuff?

At first I thought it was cat hair, since I have too many cats and waaaaay too much cat hair. But now I'm not so sure. This is my only real attempt at a planted tank with water wisteria and money wort and ever since I put the wisteria in, it's been giving me fits. It keeps getting this crud hanging off of its leaves and gathering all over it. Is it algae? Bacteria? Some kind of nematode? And what can I do to keep it out? It's a 10g tank with 10 neon tetras, 2 platies, 2 cories and 1 betta girl and I'm doing 25-40% water changes 3 times a week trying to get the gunk out. :/ Any help would be most appreciated because I am at a loss and about to tear my hair (and the wisteria) out.
