Question Filter/cycle question

Can I the filter that came in my 3g tank kit on my 10g? All I will have in there is a betta and some ghost shrimp and a moss ball.

Will it cycle it ok? The filter I usually run tends to suck any bettas I have kept in there to it so that they get stuck and has to be muffled (Yay for used pantyhose!).

Or does the pantyhose help the cycling process to keep bacteria?

in this case i would have to say weaker would be better because you wouldnt want a strong current to f*** your betta up while he swims. and plus changing the water is better for it
