Heating question

This might sound silly, but I was wondering... because I have a Eheim 25 watt heater which is supposed to be suitable for my 5ga tank. It fitted snugly in the space between the inbuilt filter and the tank wall, tucks it away in the corner, and the filter is on most of the time. Sometimes I observe the water to be cold, and sometimes lukewarm to the touch... it was the same when I had a 50 watt heater... is that normal? Or am I doing something wrong...?

By the way, the thermometer says it's around 77 to 79 most of the time...

77-79 sounds ok. I like to place my heater somewhere underneath the outtake of my filter, I feel this way it circulates a bit better. I leave my filter on all the time, unless I am taking out more than 40% of the water during water changes.

If that is what the thermometer is reading, I'm sure it's fine. You can always get another thermometer if you think it might be wrong. 77-79 probably isn't as "warm" to the touch as you would expect. What we consider to be "warm" water, like when you're doing dishes or taking a shower, is actually much hotter - probably 90-100.
