Does this betta look healthy?

This is my friends betta fish Blue.

To me it looks like he has some fin rot but some more thoughts would be appreciated.

It is a bit hard to tell from the picture, but is his back fin ripped?

Many things can cause a fin to rip, over flaring, decorations could be too rough, the filter could be to strong or he could be tailbiting..and of course then there's finrot...I would keep an eye on it..It is hard to tell from the picture which it might be.If it starts to look like it is shrinking I would treat him for finrot. 1 tsp aquarium salt per gallon premixed in a gallon jug. It is easiest to treat in a quarantine or floating him in the betta cup or other small container..It makes water changing 100% daily a little easier.
If it is a rip or biting it will usually heal up on its own fairly quickly with just clean water...Just make sure not to skip any water changes because tears and biting can turn into finrot.

Yeah I told her to keep an eye on it to see if it gets any worse.

The edge isn't gray, so I would say maybe he bit it or it tore or something. Keep a close eye so it doesn't turn into rot though.
