Many things can cause a fin to rip, over flaring, decorations could be too rough, the filter could be to strong or he could be tailbiting..and of course then there's finrot...I would keep an eye on it..It is hard to tell from the picture which it might be.If it starts to look like it is shrinking I would treat him for finrot. 1 tsp aquarium salt per gallon premixed in a gallon jug. It is easiest to treat in a quarantine or floating him in the betta cup or other small container..It makes water changing 100% daily a little easier.
If it is a rip or biting it will usually heal up on its own fairly quickly with just clean water...Just make sure not to skip any water changes because tears and biting can turn into finrot.
